Introduction to Strategic Framework & Governance
Welcome to PIAM-610: Strategic Framework & Governance. We are excited to guide you through this next stage of your professional development in Physical and Infrastructure Asset Management (PIAM).
If the foundational course, PIAM-600, was about learning the language of asset management—building asset registers and engaging stakeholders—then this course is about learning to write the story. Here, we move from the operational "what" to the strategic "why." You will learn to construct the high-level framework that gives purpose, direction, and authority to every asset management activity within an organization.
Think of yourself as the architect of your organization's asset management future. Before anyone can pour concrete or lay a pipe, you must first understand the landscape, draw the blueprints, and ensure the entire structure aligns with the owner's ultimate vision. This course is about creating those master blueprints: the policies and strategies that connect day-to-day work to the highest-level goals of your organization and the community it serves.
Our journey is structured across three interconnected modules:

Module 1: Governance and Compliance Frameworks. We begin by establishing the "rules of the road." Every decision we make is influenced by a web of external factors. In this module, you will develop the skills of
Regulatory AnalysisandCompliance Auditingto navigate industry standards, legal statutes, and financial reporting requirements like GAAP. More than just compliance, we will explore how to integrate modern Environmental, Social, and Governance (ESG) principles into your framework. You will learn to think in terms of theTriple Bottom LineandIntergenerational Equity, ensuring the decisions you make today create sustainable value for generations to come. -
Module 2: Contextual Adaptation and Policy Development. With a firm grasp of the external environment, we turn inward. This module is about translating those rules and principles into a formal commitment. You will learn that effective asset management is not one-size-fits-all. We will explore how to adapt strategies for unique contexts, such as the logistical and cultural realities of remote and Indigenous communities. Your central task will be to develop an
Asset Management Policy. This is not just another document; it is the constitution for your asset management program, a clear, authoritative statement that aligns PIAM principles directly with your organization's overarchingStrategic Plan. -
Module 3: The Strategic Asset Management Plan (SAMP). This is where policy becomes strategy. The SAMP (or SPIAMP) is the cornerstone document you will learn to create. It is the master plan that converts the high-level objectives from your policy into actionable, long-term strategies. You will practice
Strategic PlanningandRoadmappingto outline the initiatives, resources, and timelines required to achieve your goals. The SAMP is the critical bridge that connects the boardroom's vision to the engineer's work plan, ensuring that every dollar spent and every action taken is deliberate, defensible, and drives the organization toward its objectives.
By the end of this course, you will be equipped to step into roles like an Asset Management Lead or Strategist. You will not just manage assets; you will set the direction for how they are managed, justifying your plans with a clear, documented line of sight from a single asset all the way up to the strategic vision of your entire organization.
