In any organization that relies on significant physical or infrastructure assets, a clear governance framework is not a luxury—it is essential for operational stability, financial predictability, and risk management. Without one, roles become blurred, decisions are inconsistent, and accountability is lost. This often leads to costly reactive maintenance, compliance failures, and an inability to align asset performance with strategic business goals.

This assessment challenges you to apply your knowledge of asset management principles by designing a practical governance structure. You will step into a scenario where a major utility provider needs to move from a chaotic, ad-hoc approach to a structured, accountable system of asset management. Your ability to define roles, responsibilities, and decision-making processes will be put to the test.

Your Task

You are an Asset Management Consultant hired by MetroPower & Water, a large utility company. The COO is concerned about rising operational costs, recent service disruptions, and a general lack of accountability in how critical infrastructure is managed. You have been tasked with developing a formal governance framework to bring order and strategic alignment to their asset management practices.

Your task is to create a formal proposal document that contains two key deliverables: 1. A Governance Framework Document: This document should outline the structure for asset management governance. It must define the key roles (e.g., Asset Management Steering Committee, Asset Manager, Maintenance Planners), their core responsibilities, and the decision-making processes for critical activities like budget approval and maintenance scheduling. 2. A RACI Matrix: Using the roles defined in your framework, create a detailed RACI matrix for the list of key asset management tasks provided in the Resources section. This matrix must clearly assign who is Responsible, Accountable, Consulted, and Informed for each task.

To complete this task, you are provided with a memo from the COO of MetroPower & Water that details the current problems. You also have an infographic explaining the RACI model and a list of key tasks to include in your matrix.

Key Asset Management Tasks for RACI Matrix: Use the following list of tasks as the rows in your RACI matrix. * Develop the annual asset maintenance budget. * Approve the final asset maintenance budget. * Schedule preventative maintenance for a critical asset. * Execute preventative maintenance work. * Respond to an unplanned asset failure. * Authorize emergency capital expenditure. * Conduct a root cause analysis of an asset failure. * Update the asset register with new information. * Make a decision to decommission and dispose of an asset. * Report on asset performance metrics to the executive team.
