This assessment challenges you to apply a standard risk assessment methodology. You will analyze a portfolio of municipal assets, evaluate their individual risk profiles based on the likelihood and consequence of failure, and use that analysis to make a defensible recommendation for capital investment. This skill is fundamental for any professional tasked with the stewardship of physical assets.

Your Task

You are an Asset Management Analyst for the City of Northwood. The Director of Public Works has tasked you with conducting a risk assessment of a portfolio of key infrastructure assets to guide the allocation of the upcoming quarter's capital intervention budget.

Your task is to produce a concise Risk Assessment Report. Your report must include two key deliverables: 1. A Risk Matrix: A 5x5 grid that plots each asset from the provided portfolio according to its calculated Likelihood and Consequence of Failure score. 2. A Prioritization Memo: A brief memo addressed to the Director of Public Works that identifies and ranks the top three assets for immediate intervention. You must provide a clear, data-driven justification for your recommendations, referencing your risk analysis.
