The Skill Being Assessed
Developing a compelling business case is a core competency for any asset management professional. It is the primary tool used to justify significant capital expenditures to decision-makers. A strong business case moves beyond simple technical need; it frames the investment decision in terms of financial viability, risk reduction, and strategic alignment with the organization's goals.
In this assessment, you will apply this skill by analyzing a realistic scenario involving aging public infrastructure. You will synthesize operational data, financial figures, and strategic priorities to build a persuasive argument for a major asset renewal project. This task requires you to think critically, analyze options, and communicate your recommendation clearly and professionally.
Your Task
You are an Asset Manager for the City of Northridge Public Works Department. The Northridge Water Treatment Plant, built 40 years ago, is showing significant signs of age. Maintenance costs are rising, and the risk of a critical failure is increasing. The Director of Public Works has tasked you with preparing a business case to address the situation.
Your task is to write a 2-3 page business case summary for the City Council. This document will be the primary basis for their decision on whether to approve a major capital project. Using the provided resources, your summary must: 1. Define the problem and align the project with the city's strategic goals. 2. Analyze at least three options: maintaining the status quo, a major refurbishment of key systems, and a full replacement of the plant. 3. Conduct a financial analysis to compare the options. 4. Identify the key risks associated with the project and the ongoing operational risks of each option. 5. Provide a clear, evidence-based recommendation and a high-level implementation plan.
Resources and Data
To complete this task, you are provided with a formal request from your director, a dataset containing operational and financial information, and an infographic outlining the key components of a business case.
