Introduction to PIAM Planning, Leadership & Performance
Welcome to PIAM-640. If youâve journeyed with us through the preceding courses, youâve built a formidable foundation. Youâve established policies and strategies, mastered financial and risk analysis, and explored the power of advanced data analytics. Now, we arrive at a critical juncture: turning all that strategic thinking and analysis into tangible results. This course is where the rubber meets the road.
Think of it this way: so far, youâve been the architect, the engineer, and the financial planner for a major project. You have the high-level vision (the Strategic Asset Management Plan, or SAMP) and the analytical justification. But how do you translate that vision into a detailed construction schedule that crews can actually follow? How do you lead the diverse teams of tradespeople, financiers, and project managers to work together effectively? And how do you track progress to ensure the final structure delivers the value you promised?
That is the essence of this course. We will move from the "what" and "why" of asset management to the "how." We will equip you with the competencies to execute, lead, and improve.
This course is built around three core modules that represent the engine of asset management practice:

Module 1: Developing the Tactical Asset Management Plan: This is where we bridge the gap between high-level strategy and day-to-day action. You will learn to create detailed, long-term Asset Management Plans (PIAM Plans) for specific asset classes. This isn't a theoretical exercise. It's about defining clear, measurable Levels of Service, establishing triggers for Intervention, and making the tough but necessary decisions that balance cost, service, and risk. This is the document that tells your organization what you will do, when you will do it, and what it will cost for the next 10-20 years.

Module 2: Leadership and Capability Development: A perfect plan is useless without the right people to execute it. Assets are managed by people, and leading those people is one of the most challenging and rewarding aspects of this profession. Here, we address the human element. You will learn how to build and lead effective cross-functional teams, breaking down the classic silos between engineering, finance, and operations. We will also tackle how to assess your organization's current state and build its workforce capability through targeted training and development. This is about becoming a change agent who can foster a true culture of asset management.

Module 3: Performance Management and Continuous Improvement: The asset management journey is a cycle, not a straight line. This final module is about closing the loop. Once your plans are in motion, how do you know if you are succeeding? You will learn to develop meaningful Key Performance Indicators (KPIs) and build Performance Dashboards that communicate progress to everyone from field crews to city council. More than just reporting, you will learn to implement a Continuous Improvement process, using the famous Plan-Do-Check-Act cycle to constantly refine your policies, plans, and processes. This ensures your asset management system is a living, breathing entity that adapts and improves over time.
By the end of this course, you won't just be a planner or an analyst; you will be a leader capable of driving an organization's asset management program forward, delivering sustainable value to your community and stakeholders.
