SAMP Component Development: Integrating Risk and Performance

The Skill Being Assessed

A Strategic Asset Management Plan (SAMP) is the cornerstone of effective physical and infrastructure asset management. It translates an organization's objectives into concrete asset management activities. Two of the most critical components to develop for a SAMP are performance metrics and a risk management framework. Without clear Key Performance Indicators (KPIs), you cannot measure progress. Without a robust approach to risk, you cannot protect your assets or services from potential failures.

This assessment challenges you to apply these foundational concepts in a realistic context. You will demonstrate your ability to take high-level organizational goals and develop the specific, measurable, and risk-aware components needed to build a credible and functional SAMP. This skill is essential for any asset management professional seeking to align their technical work with strategic business outcomes.

Your Task

You are a Junior Asset Manager for the City of Northwood. The Director of Public Works has tasked you with drafting foundational components for the city's new Strategic Asset Management Plan (SAMP). Your work will be used to guide the city's infrastructure investment and maintenance decisions for the next five years.

Using the provided "Memo: 2025-2030 Asset Management Objectives" from the Director, you must produce a single report that contains the following three sections:

  1. Key Performance Indicators (KPIs): For each of the three objectives listed in the memo, develop one primary KPI that is specific, measurable, and relevant.
  2. Risk Management Framework: Propose a high-level risk management framework. This should outline the key stages of the process (e.g., identification, analysis, etc.) and define the criteria for evaluating risk, including scales for likelihood and consequence.
  3. Executive Summary: Write a brief (1-2 paragraph) summary that explains how your proposed KPIs and risk framework directly support the achievement of the city's asset management objectives.

Resources and Data

To complete this task, you will need to use the official objectives provided by the City of Northwood's leadership. The following resources are provided to guide your work.
