Greenway Transit Expansion Faces Public Scrutiny

The Case

Welcome to the Metropolis Transit Authority (MTA). As a recently appointed Asset Manager, you’ve been assigned to the flagship project: the Greenway Light Rail Expansion. This multi-billion dollar initiative is designed to connect underserved neighborhoods, reduce traffic congestion, and spur economic growth. After years of planning and securing funding, the project has finally been green-lit.

However, the celebration was short-lived. Just as the initial survey crews were preparing to break ground, a storm of opposition has erupted. Local business owners fear disruption, community groups are protesting the loss of a beloved park, and residents along the proposed route are flooding city council with complaints about noise and property values. The media has caught wind of the conflict, and public sentiment is rapidly turning against the project.

Your director is concerned. These stakeholder issues aren't just a PR problem; they represent a significant risk to the project's timeline, budget, and ultimate success. You've been tasked with navigating this complex web of competing interests. The future of the Greenway expansion, and a good portion of your career at the MTA, depends on your ability to turn confrontation into collaboration.

Your Task

As the Asset Manager for the Metropolis Transit Authority, your Director has tasked you with developing a formal Stakeholder Engagement Brief to address the growing opposition to the Greenway Light Rail project. Your brief must be a professional document that demonstrates a clear command of the situation and a strategic path forward.

Your brief must contain two key sections: 1. Stakeholder Analysis: Systematically identify and analyze all relevant stakeholders. You should present this analysis in a clear format, such as a matrix, that evaluates each stakeholder's level of interest in the project and their level of influence over its success. 2. Engagement and Communication Plan: Based on your analysis, develop a tailored plan of action. This plan must outline specific strategies for engaging with different stakeholder groups. For each group, you must specify the objective of the engagement, the tactics you will use (e.g., meetings, workshops, newsletters), the key messages to be delivered, and the channels for communication.

Your goal is to provide your Director with a concrete, actionable plan that will mitigate risks, manage public perception, and get the Greenway project back on track.
